The realization of Vision 2020 calls for action and a well designed innovation infrastructure. Generation and nurturing of a human talent pool capable of utilizing and developing first principles in science is both a pre-condition and integral part of such an innovation infrastructure. An India specific model for attracting talent with an aptitude for research and innovation, for a career in Basic & Natural sciences is required. INSPIRE is an innovative programme developed by the the Department of Science & Technology to attract talent to the excitement and study of science at an early age, and to help the country build the required critical resource pool for strengthening and expanding the S&T system and R&D base. It is a programme with long term foresight.

Under this scheme, all recognized schools in the country (whether run by Central Government or State Government or local body or NGOs), including private schools (aided or unaided), having classes from 6th to 10th (whether all or some), are eligible to enroll in the scheme and submit nominations of eligible children to DST through their respective District / State education authorities on-line/ off-line. Before filing nominations on-line, the concerned schools will have to do a one-time registration process and obtain a permanent registration no. (Application No.) from their respective district authority.

Scheme for Early Attraction of Talent
Scheme for Early Attraction of Talent (SEATS) aims at attracting talented youth to study science by providing INSPIRE Award, to experience the joy of innovations, of Rs.5,000/- to one million young learners in the age group 10-15 years. There shall be annual Summer/Winter Camps for about 50,000 youth at more than 100 locations, for toppers in Class X board examinations for exposure with global leaders in Science, through INSPIRE Internship.
INSPIRE Awards
In order to seed and experience the joy of innovation, every year 2 lakh school children in the age group of 10 to 15 years i.e. 6th to 10th standard are being identified for the INSPIRE Award. Each INSPIRE Award envisions an investment of Rs. 5000/- per child. The scheme plans to reach at least two students per secondary school during the next five years.
INSPIRE Award component of the INSPIRE program shall have following guidelines
- The Award for the students in the class of 6th to 10th Standards.
- No examination in the identification process. Names of the Students will be nominated by the Principal/Headmaster/Headmistress.
- One million awards in five years spread over to about 4.5 lakhs Middle & Secondary level schools in the country.
- Each student will get an amount of Rs 5000 for making a Project and transportation cost for displaying the exhibits/ project in the exhibition.
- There will exhibitions at the District Level, State Level, Regional level and National Level for displaying the best exhibit/project of each level. Separate budget provision will be made to District/ State for arranging the exhibition of projects of INSPIRE Awardees at District & State level.
- Award money will be released directly to the Awardees by an arrangement with SBI.
- The concerned State will provide the list of all Middle & Secondary level Schools including in Government/Government aided/Private etc.
- Names of one selected student each from Classes 6th , 7th & 8th in one Group and 9th& 10th in another Group of each School with an indication of preferred one name from each Group, viz. 6th -8th Std. and 9th -10th Std. will be provided by the Headmaster/Headmistress/Principal of each School through respective State Education departments.
- State Education Department will exercise their convenient method of selection of students from each school in the State. Both academic records of the student and exhibition/project done by the student would be preferred in the selection process. Criteria used by the State will be shared with DST.
- DST shall bear the cost of organizing the Exhibitions at the District & State Level and also make the necessary arrangements for engaging Scientists/Academicians as Jury in these Exhibitions.
- Schools and / or district authorities should not send proposals directly to DST. School authorities within a district should send their proposals to the district authorities, who after compiling these proposals should send the same to their state authorities. DST would entertain proposals only from the state authorities and no cognizance would be taken by DST on the proposals received directly from any school / district authority. The hard copy of the proposals sent by state authorities to DST should be duly authenticated by the authorized officer of the state authorities.
- It should be ensured that the soft copy and hard copy truly conform to each other. It is advisable that the hard copy should be a print out of the soft copy, which will ensure that both hard copy and soft copy conform to each other.
- Proposals should be sent in the prescribed format in the MS Excel file only as processing of proposals sent in MS Word or PDF or any other format is difficult.
- All the columns in the proforma should be duly and correctly filled in. No column should be left blank, wherever the entry in a particular cell requires numerals to be filled, no English letters or Roman numerals should be entered, the words “do” etc. should not be used even where the entries are repeated. Only Arabic numerals should be used, for example, for information on the class in which student is studying (Col.9 of the proforma), the Arabic numbers 6,7,8,9, and 10 should be used and not the Roman numerals VI, VII, VIII, IX and X or the combination of Arabic numerals and letters like 6th, 7th, 8th, 9th, 10th as it hampers with the electronic processing MS Excel file.
- As the warrants would be issued by the bank based on details of child’s name father’s name, school’s name etc. as given by the State Govt., care should be taken to correctly fill up such details so that warrants are issued with correct particulars of the selected child and this would also ensure that the child does not face any difficulty in encasing the warrants.
- Care should be taken not to merge the cells in Excel sheet in the proforma as this also hampers with electronic processing.
- Proposals (electronic files) for the middle schools (i.e. schools having classes 6,7,8 only) and secondary / high schools (i.e. schools having classes 6 to 10) should be separately prepared as in the first category which has only Group A, only 1 child will be selected, while in the second category, which has both Group A and B, 2 children would be selected, 1 from Group A and 1 from Group B.
- The name of the recommended child in each class should be given in Col.10 of the proforma along with preferred child name for each group i.e. 1 child for Group A and 1 child for Group B in Col.14. \
- The entries of a particular school in the file should be arranged in a sequence i.e. starting from class 6 and then class 7, 8, 9 and 10.
- Only the students studying in classes 6 to 10 are eligible under the INSPIRE Award Scheme. Hence no child studying in class 5 or below or class 11 and above should be nominated under this scheme.
- Similarly from each class (from class 6 to 10), only one name should be recommended. Recommending 2 or more names from the same class or omitting any class with recommended child in col.10 is not allowed, and it also hampers the process of electronic processing under a set programme for selection of children.
- For the High / Higher Secondary schools i.e. which have all the classes from 6 to10 i.e. both Group A and B, all the entries from such schools should be in a same file i.e. all the 5 entries should be put together in sequence from class 6 to 10 and not split into 2 files for Group A and B entries.
- Proposal for entire State can be sent either in a single MS Excel file or different files can be sent for each district.
INSPIRE Internship
"Motivating talented youth to take-up research as a personal undertaking" by rubbing shoulders with global icons of science including Nobel Prize Winners, is the objective of INSPIRE Internship. This component of the programme aims at working as a life-long catalysing experience for the 11th graders in science stream.
INSPIRE INTERNSHIP - INSTRUCTIONS TO FILL UP ONLINE PROPOSAL
With the introduction of the E-management system for transparent governance of INSPIRE Program in recent times, Organizer of the INSPIRE Internship Science Camp may kindly note that Science camps proposed to be organized from 1st April 2014 and onwards needs to submit the proposal through online mode only by visiting web portal: www.online-inspire.gov.in. Apart from the Guidelines indicated in the above Web Portal, Organizers are also required to follow the following Steps during submission of the proposal:
- Registration of the Organizer who intends to organize the Science camp
- Filling up of Proposal Online: During this Process you need to upload two documents
- Cancelled blank Cheque for the a/c operated by the Head of the institute/College/University.
- Duly approved Central Plan Schemes Monitoring System (CPSMS) Registration Certificate/Unique Agency code of the College/University/Institute indicating the same Bank account.
Upon uploading of these two documents and approval by the DST- INSPIRE, the Organizer will be able to submit the Proposal on ONLINE mode. Organization already registered with CPSMS shall be able to immediate take actions on this. However, in case any Organization is not registered at CPSMS, such Organization needs to register online visiting the website: www.cga.nic.in with all particulars and sought approval from the concerned Authority. Simultaneously, the Organization also needs to provide through email (at uk.sharma@nic.in) the Bank Account Verification Details as per Format given below duly verified and signed by your Bank in which this account is available towards facilitating the approval process by the concerned Authority.
Guidelines for Organizing Science Camps under INSPIRE Internship, a component of INSPIRE Programme
One of the components of “Scheme for Early Attraction of Talent for Science (SEATS)” is INSPIRE Internship in which annually about 50,000 students of top 1% performers in Class X board examinations and pursuing science at higher Secondary level are being given an exposure with leaders in science in the Summer/Winter camps to experience the joy of innovations. These Science Camps essentially nourish the curiosity of children in science; help them to think out of the box and attract the students at an early age of 16-17 years (i.e. in XI standard) to enroll in science subjects.
- Selection Criteria: Selections will be made among the top one percent rankers in their X Board Examination and pursuing science in standard XI
- Duration of Science Camp: 5 days (excluding the days of journey)
- Nature of Science Camp: Preferable Residential
- Applicants Eligibility Criteria:
- top one percent ranking in the X Board Examination for all Boards in the country,
- pursuing science in standard XI,
- not attended a similar Science Camp elsewhere earlier, and
- Participating students shall be within the same State or UT.
Eligibility Criteria for Science Camp Organizers:
- University, College or Academic/ Research Institute should have the required infrastructure of related science laboratories for holding INSPIRE Internship Science Camp,
- Availability of auditorium with well equipped Sound Systems and LCD Projectors,
- Availability of Guest House, Hostel for Girls and Hostel for boys, with holding capacities, and
- University, College or Academic / Research Institute shall owe the administrative and
- financial responsibility for the organization of INSPIRE INTERNSHIP Camp.
Role of the Science Camp Organizers:
The Local Organizer Shall advertise/ announce the event in the local Media or approach School Principal/ Headmaster/ Headmistress to fill up the Registration Form of INSPIRE Internship 2012 (available in the Website) by the Class XI standard science students. On the availability of filled in Registration Form, selection may be done by the Local Organization as per the top 1% data given in the Table 1. An invitation may be extended to the selected students for attending/joining the Science Camp from the neighborhood schools, preferably within the radius of 100 KM. For identifying the Mentors for Camps, an illustrative List of more than 2000 Mentors suggested by INSPIRE-Academy Panel is available at the Website: www.inspire-dst-gov.in. Coordinator needs to identify suitable Mentors, preferably from the same region for this activity and invite them accordingly. The size of the camp may be decided by the organizing institute depending upon their infrastructural facility. However, a minimum size of one such camp could be 150 students with proportionate number of mentors. The Organizer shall display visibly, the `INSPIRE’ banner etc. in the event including the `INSPIRE LOGO’.

Mentors and their Role:
Mentors for INSPIRE Internship would be various Academy Fellows, Bhatnagar Awardees,Scientists and academicians of national and international repute. Mentors role would be to
interact with the students through lectures related to scientific success stories and joys of innovation
across all science streams which in turn would nourish the curiosity of children in science, help them
to think out of box and attract them at an early age of 16-17 years to enroll/pursue their
academics/career in science. This will be followed by personal interaction in an exclusive set up
at camp.
Submission of the Proposal:
Any Public or Private funded University or College or Academic/ Research Institute fulfilling the above eligibility criteria and willing to organize such Science Camp, can develop the proposal as per the Format (at Annexure) and shall submit the proposal to the INSPIRE Program Division, Department of Science & Technology, Technology Bhavan, New Mehrauli Road, New Delhi - 110016 three months in advance for consideration of financial support. The Proposal shall be forwarded through the Administrative Head of the Organizing Institute and the Organizer shall also be the regular employee of the respective University or College or Academic / Research Institute. However, for Private Academic/ Research Institute/ University/ College should submit the following documents in addition to the Proposal in the prescribed Format:- Brochure of the University/ College/ Academic Institute,
- Registration/ affiliation certificate of University in case of affiliated College as Organizer,
- Last three years audited statement of Expenditure of University/ College/ Academic Institute,
ii) Proposal submitted in Hard Form shall only be considered, however as a advance
information one may submit in Soft form,
iii) Any modification in the Mentor lists should be got approved by the DST at least
one week prior to the commencement of the Internship Camp.Financial support for the program:
For the summer/winter camp of 5 days (excluding the Journey days), Rs. 6500/- (as an uppermost ceiling per student) will be provided to the coordinating Institute/Department/agency to
meet the summer/winter camp cost. This cost includes Traveling Cost (as per entitlement & actual),
Boarding & Lodging, Stationary including Books & small experimental gadgets etc., Honorarium
to the Mentors, organizational expenses for the Students and Indian Mentors invited for the
respective science camp. Honorarium to the Mentors should be paid @ Rs 3000 per
contributing day, with an upper limit of Rs 6000/- per Mentor in entire Camp duration. For
inviting a Noble Laureate in such Camp as an International Mentor, INSPIRE has also a provision
of providing support with the maximum of Rs 10 lakh (all inclusive) per Noble Laureate. Every
year total 50 nos. such Noble Laureates can be invited for the INSPIRE Internship Camps.
The grant for organizing the Science Camp shall be released only two months prior to date of
organizing the Science Camp.
Submission of Report:
Science Camp Organizer shall be required to submit the Report of each Camp organized, alongwith following documents, within two months of organizing the Camp.
- A certificate from the Head of Institute declaring the nature of the Camp organized i.e. Residential,
- Student’s attendance certificate for each day of the Camp,
- Feedback forms duly filled in by the participating students including a photograph ofthe student, cut off marks, courses pursued in the XI standard and a declaration that he/she has not attended a similar camp earlier
- Mentor’s feedback on the Science Camp,
- Course Coordinators Feedback on the camp,
- Soft copy/videography of the five days program,
- List of students with cut off marks and signature of the students (in Soft as well as Hard copy),
- List of Mentors along with the scheduled as followed by the organizers along with the title of the talks/interaction carried each day by the Mentors.
- Details of Practical Session (both in Hard as well as Soft copy).
- Utilization Certificate and Statement of Expenditure (in DST format) for settlement of accounts. k. Unspent balance, if any, should be returned in the form of a Demand Draft in favor of‘DST-INSPIRE Programme A/C No. 30691590316’, payable at New Delhi. Organizers may avoid submitting information or Report in parts. Report shall be made available to DST-INSPIRE prior to organizing next Camp for final settlement of accounts.
